Lake County’s Unmet Needs Committee is multi-agency collaboration, now housed within Full Circle, that serves to provide relief to Lake County families impacted economically by the COVID-19 pandemic and who do not qualify for (or have exhausted) other forms of government assistance.
For the last eight months, Full Circle has been working with a collaborative of local agencies to address key unmet housing and utility needs among Lake County’s most vulnerable community members.
Working together, Full Circle of Lake County, Lake County Build a Generation (LCBAG), Lake County Public Health Agency (LCPHA), Lake County Office of Emergency Management (LCOEM), Lake County Department of Human Services (LCDHS)/Lake County Wraparound (LCW) developed a protocol for identifying families in need & connecting them to needed resources through appropriate agencies.
Families can seek help by reaching out to any of the above organizations. Families who appear to qualify for government assistance are referred to the Department of Human Services.
Families who face barriers to government help are referred to a multi-agency review board, the “Unmet Needs Committee,” which evaluates requests & distributes funds, via an application process supported by Full Circle staff. This board consists of one member from each of the above organizations.
The Unmet Needs Committee protocol prioritizes support to families with multiple children, those who have lost income due to COVID-19, and those who have barriers to accessing government assistance.
The committee meets bi-weekly, and total requests average $73,601 monthly. Lake County Build a Generation, the Lake County Community Fund, and Full Circle have been actively fundraising to ensure funds are available to meet these community needs.
We are so grateful for the financial support of The Colorado Trust, The Colorado Health Foundation, the Governor’s COVID Relief Fund, Lake County Government/The City of Leadville (CARES), Vail Valley Foundation, The Summit Foundation, El Pomar Foundation, Tony Grampsas Youth Services, Colorado Housing and Finance Authority (CHAFA), Lake County Community Fund’s Disaster Relief Funding, and the dozens of individual donors that have made it possible to support so many Lake County families with basic needs bills to date.
Full Circle administers all rent payments directly to landlords or utility companies to pay rent at a negotiated discounted rate, and Full Circle staff provide case management to applicants to ensure families are connected to any additional opportunities for which they may qualify. Full Circle staff also relay all information regarding financial assistance status back to families and conduct regular check-ins to maintain relationships with those who have sought support.
We are also working with Colorado Eviction Project to ensure that the Unmet Needs Committee is effectively reducing or eliminating evictions in Lake County. We have worked hard to set up a high-functioning system to create a safety net for families who otherwise do not have one.
